Usually these professionals will report to the Safety, Health and Environment (SH&E) Manager of the respective company where they work. The SH&E manager will have a program called SH&E program driven by a SH&E policy. This policy integrates all the above functions into one program, the SH&E program. Do you have such a program at your workplace? This is one of the determinants of sustainability of your business. Depending on the risks and size of your operation, you may not need to employ these professionals on a full time and permanent basis, you can use consultants on a consulting fee basis.
